INFORMATION ABOUT THE DEPARTMENT AND ITS ACTIVITIES

The Personnel Department of the Tashkent State Medical University carries out its activities in accordance with the laws of the Republic of Uzbekistan, decrees and resolutions of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, resolutions and orders of the Board of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, resolutions of the University Council and orders of the Rector, the Charter of the University and the Regulations of the Accounting Department. 

The purpose of the department is to form teaching staff with scientific competence and qualifications in order to strengthen the personnel base of the university for the effective operation of the university and achieve high ratings, and to create the necessary conditions for these employees.

COMPOSITION OF THE DEPARTMENT'S STAFF

The staffing of the personnel department is distributed as follows:

1. The head of the personnel department, in accordance with the structural structure of the university, is directly subordinate to the rector of the university and the vice-rector for financial and economic affairs, and in matters of keeping records of the personnel department, compiling and submitting reports, is also subordinate to the Ministry of Poverty Reduction of the Republic of Uzbekistan and is responsible for maintaining personnel records in the organization, timely and complete submission of reports on personnel, and the fulfillment of tasks established by regulatory legal acts.

2. The deputy head of the personnel department draws up work plans and ensures their implementation.

3. Makes proposals to the rector of the institute for the employment of young specialist teachers and employees depending on their specialization and the conclusion of employment contracts.

4. Keeps records of personnel and issues certificates.

5. Keeps and fills out work books.

6. Carries out the documentation work established by the personnel department.

7. Analyzes and summarizes the results of work with employees, analyzes the causes of dissatisfaction, unreasonable absences from work and violations of established work discipline, and prepares a draft order for taking appropriate measures.

8. Draws up a schedule for taking leave and ensures its implementation.

9. Actively participates in creating the necessary organizational and economic conditions for employees who work disciplined and honestly, through methods of encouragement and reward.

10. Ensures the preparation of reports in the prescribed form.

11. Sorts the documents of employees in the personal file and reflects changes related to their work activities.

12. Ensures that employees are issued with reference letters in the prescribed manner

13. Transfers documents of employees whose employment contracts have been terminated to the archive according to the nomenclature.

14. Maintains all documents of the department.

15. Formalizes orders and transfers them to collective folders.

16. Prepares extracts from the orders.

DUTIES OF THE PERSONNEL DEPARTMENT EMPLOYEES

The main tasks of the Personnel Department:

• determining the organization's needs for personnel and selecting personnel together with the organization's leaders;

• analyzing personnel turnover;

• implementing labor incentive systems;

• preparing the personnel structure of the enterprise;

• formalizing the personal files of employees, issuing copies of certificates and documents at the request of employees;

• performing operations with work books (receiving, issuing, filling out and storing documents);

• keeping records of vacations, planning and issuing vacations in accordance with current labor legislation;

• preparing employee development plans.
